In terms of college, is getting a C in an AP class the same as getting an A in regulars?

Since a C in AP is worth 4.0 and an A in regulars in worth 4.0 do colleges look at them the same. Excluding the score i get on the AP exam, do colleges even look at grades or do they just look at GPA. Do colleges favor a C in an AP class over a A in regulars. My mom tells me that an A is an A and that it worth more than a C but my Dad tells me that since AP is soo much harder than regular colleges favor AP C's to regular A's. ISO far i am pretty indifferent but i am begining to think that A's in regular are worth more because there are many schools in the US that don't have AP programs. DO those students who get straight A's get put down because their school is too poor to fund AP classes.

i am pretty sure it is, im taking an AP class next year and someone just came to us in class to talk about AP grades and stuff
