You are suspended from driving, not from driving one class of vehicle, but from any motor vehicle, and that suspension prevents you from getting any licence in any state, in any province, in Switzerland, Germany, Britain, South Korea, and Belgium, just for starters.

No class of license can be granted during a period of suspension.
The court, when petitioned for special circumstances may make a determination for limited priviledges, only when there is extraordinary circumstances. Meaning that the court is not likely to grant such permission.
